Cummings Township

Cummings Township was organized in 1832, out of territory taken from Mifflin and Brown townships. Cummings Township was named after John Cummings, who was one of the associate judges at the time. One of the larger townships, it is located in western Lycoming County, Pennsylvania, in the heart of the Pine Creek Valley. Pine Creek Valley is well known to residents of Pennsylvania for it’s big game hunting, fishing, canoeing, and now the best hiking and biking in the East thanks to the Pine Creek Rail Trail. (USA Today touts the “Trail” as one of the 10 best biking trails in the world !) The surface of a large portion of the Township is rough and mountainous, with bold and picturesque scenery along the branches of Pine Creek. Tenting, camping, swimming, ice fishing and Rving are at their best at Little Pine State Park three miles north of the village of Waterville. Waterville at the confluence of Big Pine and Little Pine Creeks is Cummings Township’s “hub” for refueling vehicles, equipment, the body and acquiring supplies.

Planning / Zoning / Permitting : Cummings Township, Lycoming County and/or the Commomwealth of Pennsylvania requires one or more of the following permits prior to the change in type of use, increase of use, or prior to subdivision, development, and/or improvement (construction, remodeling, or demolishing of structures) of any property. Contact the Cummings Township Permit Officer (570-769-5290) for permitting assistance.

Zoning Permit Instructions

  • Planning / Zoning Permit – Permit required for any change to an existing property – must be obtained prior to, or in conjunction with, applications for all other required permits.
  • On-Site Sewage Permit – Permit required for any modification/change to an existing sewage system or the addition of any new system.
  • Highway Occupancy Permit – Permit required for any property directly accessing vehicle traffic to/from a State Highway.
  • Building/Occupancy Permit – Permit required for the construction of any new structure or the renovation, remodeling, major repair to, or demolition of, an existing structure.

Effective April 9, 2004, all property owners will be required to comply with Pennsylvania’s “Uniform Construction Code” (PA Act-45), which will require at a minimum: obtaining the services of a certified construction code official to review construction plans and provide up to five construction inspections, prior to issuing an occupancy permit.

Cummings Township Planning Commission meets the first Wednesday of each month on an as needed basis.

Municipal Waste Disposal and Recycling: Weekly household waste pickup is contracted between Cummings Township and the following three providers:

  • Big Mountain Disposal (753-5192)
  • Fred Hamm Inc. (398-1814)
  • and Love Disposal Inc. (748-2760)

Cummings Township encourages recycling and is a joint sponsor of the Pine Creek Valley Recycling Center, which is open to the public. The Recycling Center is located mid-way between Jersey Shore and Waterville, along Rt. 44, in Watson Township. This site accepts segregated glass (clear, brown, green), No’s. 1 and 2 plastic, metal and aluminum cans, and magazines and newspaper. The Township also co-sponsors an annual “White Goods Collection Day” (appliances only) at the Recycling Center.
